Canada wanted Afghan prisoners tortured: lawyer

Did Canadian Officials intend some Afghan detainees to be tortured in order to gather intelligence?

Why did Prime Minister Stephen Harper shut down Parliament on December 30th?

Will the Harper Government release the uncensored Afghan detainee documents to Parliament, or will they continue to subvert the will of our Parliamentary Democracy?

    I am looking for a carefully crafted answer to a question I have asked others but not had an answer, which leads me to think there is not one to be had.
    The question is, based on the present NATO documentation (posted charter), where are the words that legally support the deployment of Canadian Military forces in Afganistan? I only ask this because it is a NATO force that is deployed, not a UN one.
    The answer should not use the 911 attack as justification as that one was done by terrorists, not a political entity such as a country.
